Three men are facing federal charges linked to an alleged public embezzlement scheme in Bloomington. The U.S. Attorney's office has filed 25 charges against 43-year-old Justin Wykoff. Wykoff is a former senior project manager for the City of Bloomington. Prosecutors acuse Wykoff of bilking hundreds of thousands of dollars from public works projects with the help of 51-year-old Roger Hardin and his 25-year-old son Zachary Hardin of Bedford. It‘s alleged they submitted and approved fraudulent invoices on projects from May 2011 to just last month. They say Wykoff caused the city to pay more than $800,000 for work on concrete projects that either weren‘t completed or even started.
