Illinois state lawmakers may get their paychecks come August 1st, after all. Governor Pat Quinn says state lawmakers won't get paid until they pass a pension reform bill. Controller Judy Baar Topinka says she is concerned Quinn's action is illegal. That's because the Illinois Constitution says a lawmaker's salary can't be changed during the middle of his or her term. Topinka has requested a legal review of Quinn's move and wants the review completed by the time she has to cut the checks.
